    A Maori health advocate says a culture change is needed before people start to put down the smokes


    The Ministry of Health's annual report notes we're unlikely to reach targets for this year of daily smoking for Maori falling to 19 percent, and to 11 percent for Pasifika.

    Smoking rates last year were 32 and a half percent for Maori, and nearly 22 percent for Pasifika.

    Hapai Te Hauora CEO Lance Norman says part of the problem is how over-represented the communities are things like stress and domestic violence.

    He says a cigarette is a go-to in these circumstances.
