The client, a woman in her 60s, had a history of mental illness and received assistance from a community support service.
She eventually disclosed the relationship to another employee.
He was stood down and later resigned.
Deputy Health and Disability Commissioner Rose Wall has referred the matter to see if any proceedings should be taken.
She recommends the service use the case for wider education and, if the support worker returns to practice.. he undertake thorough training in professional boundaries.
