James Harrison Solvander crashed into Clint Hoeben and his 14-year-old daughter as they cycled near Fernside in North Canterbury in April.
Hoeben was killed and his daughter suffered minor injuries.
This afternoon Solvander pleaded guilty at the Christchurch District Court to drug-driving causing death and drug-driving causing injury.
A judge told Solvander he was an accident waiting to happen.
Hoeben's wife of 24 years was present and spoke of the huge hole left without her husband by her side.
