Lowering speed limits is about reducing the risk of death or serious injury

The Queenstown Lakes District Council has announced a new speed limit in urban areas - from 50 kilometres an hour, to 40.
The change has been welcomed by road safety charity Brake New Zealand.
Director Caroline Perry says lowering speed limits is not just about decreasing the chances of a crash.
She says there is a huge difference in the survivability of an accident between 50, 40 - and even 30 - kilometres an hour.
