    The Prime Minister understands the feeling amongst families of those who died in the CTV building - that justice has not been done


    But Jacinda Ardern is being cautious in responding to their call for a review of the police decision not to prosecute anyone.

    The CTV building collapsed in the February 2011 Christchurch earthquake, killing 115 people.

    Ardern says there are many complications...

    She will reply to a letter from the families, but says she doesn't want to raise expectations.
