Jacques De Koker shared the video and graphic images of the woman to multiple sites.
But Police say because it can't prove it was done with intent to harm, he can't be charged.
The woman who has name suppression, met De Koker in 2019 and had a brief relationship with him.
She says in August last year, she found out about the content being shared online.
It prompted a civil case, where De Koker was ordered to pay 1,700 dollars in reparations - which still hasn't been paid.
He failed to appear at a debt enforcement hearing on Friday, with a warrant now issued for his arrest.
