The woman told Otago Daily Times she was cycling near Ravensbourne yesterday when the alleged assault happened "out of the blue" at about 1.30pm.
The e-bike rider had overtaken her earlier and she saw him checking over his shoulder for her when he slowed down.
The woman says the man swore at her and told her not to overtake him, and a third kick broke her cycle's chain guard.
The man was arrested by officers about 20 minutes later.
