It comes as four cruise ships have been found in breach of biofoul standards since December, due to algae and barnacles on their hulls.
Horizon Tours owner, Kylie Ruwhiu-Karawana says it's on the cruise operators to make sure their ships meet the mark
She says the breach was absolutely avoidable .
