The council's most recent quarterly report from January to March, estimated a total deficit of 92.6 million dollars, up from 79-million.
It describes 2022 as a challenging year with inflation and resourcing pressures.
Parking revenue's down 5.6 million dollars on the year to date, partly due to more people working from home.
