A penalty in race two dropped the series-leading Kiwis from second to fifth - to go with fourth and 10th-place efforts in the day's other two races.
Burling is bemused by the penalty for not giving the Jimmy Spithill-driven USA boat enough room around gate number four.
Defending series champs Australia top the event ladder heading into day two - with New Zealand plummeting from the highs of their event win in Chicago to be languishing in seventh.
