The Draft Long Term Plan -- which proposes a 15.84-percent rates rise -- is set to be finalised by councillors at today's meeting.
It has details of a 16.4 billion-dollar budget over the next 10-years -- including 7.4 billion for operations, 6.2 billion on facilities and infrastructure, and more than a billion dollars in debt repayments.
