Several areas of the sport have been hammered out to explore deeper before plans are presented to the federation's Executive Board.
The on-field specific areas include a focus on quickening up the game including speeding up the "use it" call by referees at the breakdown, possibly removing repeated scrum options and expanding the remit of the shot clock.
Another sees a recommendation to review the controversial kick offside law that Super Rugby has already tweaked.
Other focuses include the women's game, player welfare and the sport's disciplinary process to make it more understandable.
