    A report claims a near-miss between a train and railway workers in Wellington - was partially down to short-staffing


    Last May, two KiwiRail workers ran for their lives out of a Johnsonville tunnel - as a train sped behind them.

    The Transport Accident Investigation Commission believes they had seconds to spare.

    Staffing shortages meant a site miscommunication, after issues with people's technical skills and knowledge.

    Chief Accident Inspector, Naveen Kozhuppakalam says teamwork's essential.

    He says everyone in safety-critical roles should be communicating clearly and working in a team.
